How to get a Permit to Purchase/Possess Radio Communication Network and Radio Station License from the NTC

The NTC is the governing body when it comes to Radio usage. They regulate the installation, operation, and maintenance of radio stations for both private and public use. This means that before anyone can use/setup radio stations they have to get the proper permits and licenses from NTC. Here is what you need to start your process in using a radio station here in the Philippines.

The first permit you need to obtain will be the Permit to Purchase/Possess:

  1. Print out <this form> (/http://ntc5.ntc.gov.ph/wp-content/uploads/2016/04/PURCHASE-POSSES.pdf) and fill it out
  2. You will have to obtain the following requirements:
    1. Letter of Request/Intent
    2. Application for Permit to Purchase
    3. Duly certified copy of SEC Registration; articles of incorporation and by-laws or DTI Registration if applicable
    4. Latest Audited Financial Statements with Latest ITR
    5. Copy of Mayor’s Permit
    6. Added requirements:
      1. Security Agency-Valid PNP permit to operate security agency
      2. Valid security service contract with client
      3. Association – list of officers and active members signed by the president
      4. Contractor – valid contract with client
      5. Letter of authorization for transacting person with a copy of his/her company ID Photocopy of examination rating or proof of amateurism (For amateurist only)
  3. Prepare the fees

Fees: Based on NTC Memorandum Circular No. 19-12-2000

MLP Low Power (below 25W) 180/unit 96/unit

  1. Go to nearest NTC office to submit your files (office hours are M-F 7:00am to 6:00pm)
  2. The evaluator will screen and check the completeness and authenticity of application and supporting documents
  3. The evaluator prepares the order of payment
  4. Pay the prescribed fees at the cashier
  5. The licensing officer will process the permit
  6. Get processed permit reviewed, checked, signed, and approved
  7. It will be released by the releasing officer

Then, get your new radio station license

  1. Print out <this form> (/http://ntc5.ntc.gov.ph/wp-content/uploads/2016/04/RSL.pdf) and fill it out
  2. You will have to obtain the following requirements
    1. Duly filled up application form for New Radio Station License
    2. Copy of Dealer’s Sales Invoice/Official Receipt  
    3. Original Copy of Permit to Purchase/Possess/Construction Permit  
    4. Technical Plan Signed and sealed by a registered PECE/ECE  
    5. Copy of vehicle registration if radio is to be installed in a vehicle, if applicable  
    6. Copy of radio operator’s certificate.
  3. Prepare the fees

Fees: Based on NTC Memorandum Circular Nos. 19-12-2000

  3. Forward all the documents to the legal Section to check if the applicant has administrative case
  4. The evaluator prepares the order of payment
  5. Pay the prescribed fees at the cashier
  6. The licensing officer will process the permit
  7. Get processed permit reviewed, checked, signed, and approved
  8. It will be released by the releasing officer

Now you have both your Permit to Purchase/Possess Radio Communication Network and your Radio Station License.
